Alberta Environment and Sustainable Resource Development identifies flood hazard areas across the province as part the Flood Hazard Identification Program. Studies commissioned as part of the program are comprised of reports and mapping. Flood hazard mapping delineates areas that would be inundated during the 100-year design flood under encroached conditions and provides design flood levels along study cross sections.
The flood hazard area is divided into floodway and flood fringe components to support appropriate flood hazard area management. The floodway area is that portion of the river channel and floodplain required to convey the 100-year design flood. The floodway is where flood flows are deepest, fastest and most destructive. New development is discouraged in the floodway and may not be permitted in some communities. The flood fringe is the area outside of the floodway that will still be flooded during the design event, and may include overland flow areas. The water in the flood fringe is generally less than one metre deep and flows more slowly. Development in the flood fringe may be permitted provided that its adequately floodproofed to accommodate design flood elevations and any required freeboard.
The current design flood standard in Alberta is the 100-year flood, determined when a flood hazard study is undertaken. A 100-year flood is defined as a flood whose magnitude has a one percent chance of being equalled or exceeded in any year. The design flood can also reflect a computed 100-year water level resulting from an ice jam or be based on a historical flood event.
Design flood levels are water elevations within a flood hazard area computed to result from a design flood under encroachment conditions. Encroachment conditions assume a future scenario where the flood fringe is fully developed and flood flows are conveyed entirely within the floodway. Design flood levels should not change as a result of development or obstruction of flows within the flood fringe.

Official flood hazard mapping for communities across Alberta is available online using the Flood Hazard Map Application at http://www.envinfo.gov.ab.ca/FloodHazard/. The application uses GIS technology to display mapped areas, including cross section locations and design flood levels along with links to specific study pages.
Flood hazards have not been identified in all communities and may exist in areas without official flood hazard mapping produced under the provincial Flood Hazard Identification Program. Contact the River Forecast Section for additional information.</abstract>
<purpose>Flood hazard mapping is created to increase public safety and awareness of flood hazards, and to be used as a planning tool by all levels of government and the public to mitigate future flood damages.</purpose>

The Alberta digital flood hazard mapping dataset includes five ESRI GIS shapefiles that together comprise the Alberta digital flood hazard mapping dataset. 1) AB_FHM_CROSS_SECTIONS_20130809.SHP
Contains linework showing the locations of river cross sections used in flood hazard mapping analyses (when available or appropriate to the study) and includes design flood elevations at those cross sections as an attribute.
2) AB_FHM_FLOODWAY_20130809.SHP
Contains polygon data delineating floodway zones within flood hazard areas.
3) AB_FHM_FLOOD_FRINGE_20130809.SHP
Contains polygon data delineating flood fringe zones within flood hazard areas. 4) AB_FHM_OVERLAND_FLOW_20130809.SHP
Contains polygon data delineating areas affected by overland flow (flood fringe) within flood hazard areas, if such areas have been identified. These areas are considered a special case of the flood fringe.
5) AB_FHM_UNDER_REVIEW_20130809.SHP
Contains polygon data delineating areas associated with potential or known flood hazard, but where final data is currently under review.
Conversion Notes
The geographic CSRS98 NAD83 coordinate system and datum were chosen as the reference system for all Alberta flood hazard mapping data, in order to retain accuracy and precision regardless of the systems used in individual flood hazard studies.
Appropriate transformation grids should be used when converting between the CSRS98 geographic system and the Mercator-based projected coordinate systems commonly used in Alberta (3TM, UTM and 10TM) or between NAD27 and NAD83 datums.
Conversion is a one-step process with NAD83 data: NAD83(Original) &lt;-&gt; NAD83(CSRS98).
Conversion is a two-step process with NAD27 data, with separate conversions between coordinate system and datums: NAD27(Original) &lt;-&gt; NAD83(Original) &lt;-&gt; NAD83(CSRS98). 1) NTV2_O.GSB (known in Alberta as NTV2_0.DAC) is the transformation grid to go between NAD27(Original) and NAD83(Original).
2) ABCSRSV4.GSB (known in Alberta as ABCSRSV4.DAC) is the most current transformation grid to go between NAD83(Original) and NAD83(CSRS98).</supplinf>

<srccontr>Flood hazard mapping is produced in association with flood hazard studies and is typically based on aerial photography, channel survey data, digital terrain models and design flood levels. Design flood levels are typically computed using hydraulic computer models which require channel and overbank geometry, hydraulic roughness estimates and design flow data as inputs and typically use historical highwater marks for calibration.</srccontr>
